From Surviving to Thriving: A case study on Puerto Rican Entrepreneurship

Entrepreneurship is an integral part of the economic resilience of communities, regions and local economies. However, Puerto Rico’s long recession compounded with the calamities of the hurricanes, earthquakes and the COVID-19 pandemic has forced entrepreneurs on the Island into an endless cycle of disaster recovery. To support existing entrepreneurs and encourage new ones, Puerto Rico needs a cohesive approach to facilitate the creation of hopeful ventures that can endure disasters and prosper.

To this end, this case study provides entrepreneurship support organizations (ESOs) an overview of Puerto Rico’s entrepreneurial ecosystem and the importance of well-connected networks to aid in the development of new ventures. Furthermore, we’ve developed a toolkit for ESOs to better serve entrepreneurs in the wake of a disaster and beyond. Through actionable, coordinated strategies, we provide concrete guidance on how to best leverage organizational resources and deploy effective programs amid the recovery process that can spur equitable access opportunities.

Over two years, the project supported community leaders through economic development, planning, and cross-sector collaboration to strengthen shared public spaces along the corridor. The resulting Rural Placemaking Plan provides a strategic guide for advancing the community’s economic, social, and physical development goals.

This plan was developed through the USDA’s Rural Placemaking Innovation Challenge (RPIC) and led by Foundation for Puerto Rico in collaboration with Comité Desarrollo Barrio Cubuy, Inc., A Friends’ Foundation, and the Triple-S Foundation.

Destino 191: El Yunque del Caribe is a community co-designed initiative to revitalize Route 191 in Cubuy, Río Blanco, and Naguabo as a vibrant destination and alternative access point to El Yunque National Forest.

After two years of collaboration, training, and planning with community leaders, the project produced the Rural Placemaking Toolkit for Puerto Rico—a practical resource with strategies, guides, and tools for creating inclusive, vibrant public spaces across the island.

The toolkit was developed through the USDA’s Rural Placemaking Innovation Challenge (RPIC), led by Foundation for Puerto Rico in collaboration with Comité Desarrollo Barrio Cubuy, Inc., with support from A Friends’ Foundation and the Triple-S Foundation.
